Making this strict comment, the court said, now the sacred power of mind order given to the High Court has now become merely a means to punish the judge. The High Court has also summoned those officials on whose orders the bank account of Bhagalpur University has been frozen. Actually, the matter is about non-compliance of the High Court order passed in the year 2016 by the Education Department and Bhagalpur University.

In this, the division bench has also put a stay on the payment of salary of the Registrar of Tilka Manjhi Bhagalpur University till further orders. In the same case, nine years ago the High Court had directed the university administration to pay the pending payment to the petitioner, but till now the court order has not been followed.

The High Court was displeased and said that due to some lazy officers, the sacred power of contempt order given to the High Court to protect the dignity of the judiciary has now become merely a means of carrying out the judicial order.

Patna High Court said, even after winning the case in the Constitutional Court, the petitioner is not sure whether he will get the benefit of the judicial order passed in his favor or not! Because the state government or the university neither files any appeal against the order passed against them for years nor does the court order be complied with on time. The court further said that their eyes open when they receive a notice of contempt from the court.
